Xae right sometimes i suck big time, hard to get the character moving fast like normal, i think some days the conection just sucks so it slows us down what do you think ?

it happened to me, sometimes my moves were slower than usual ( most of the times when i was dodging) and after the speed of the moves was normal.
In fact vertigo, it happened with my laptop 1 years ago.
I can say to you it's not necesserly the connection.
What is your CPU ? Dual core, core 2 duo ?? AMD or intel ?
In my latop it's an intel core duo, and as you know the game is now old and the CPU gets troubles to run ut2k3 with dual core or AMD 64b CPU.
Just say me what is your CPU and maybe we can fix it.

yep its an easy patch i showed it to traq too and his ut worked but hmm verti needs another i think ^^
